The Contracts Lead (CL) has overall responsibility for their assigned contracts within Valiant. Working in strong collaborative partnership with the Operational teams and other critical business support functions, notably finance and legal, the CL is responsible for ensuring Valiant's business, including revenue streams, are protected with appropriate contractual documentation (whether contracts, subcontracts, PCA's or otherwise) and ensuring impeccable compliance at all times with all relevant federal references/programs related to government contracting globally or otherwise (e.g. FAR, CFR, DFARS, SAM.gov, CPAR, etc.). The CL is expected to drive best practices and innovation into all aspects of the contracting process at Valiant. Strong commercial acumen and confidence born by deep global government services industry experience will be essential for success in this role.

Responsibilities:

  • Leads and manages the Contracts function of assigned portfolio at Valiant ensuring appropriate contractual documentation is in place at all times and that Projects maintain full compliance with all relevant contracting laws, regulations, and best practice guidelines at all times.
  • Reviews contract awards and modifications for accuracy and negotiates changes with Government contracting agency or Prime Contractor.
  • Work closely with Program Operations to ensure contractual compliance and coordinate with Government contracting agency to obtain clarifications or negotiate changes.
  • Coordinate with Program Operations and Finance to resolve any programmatic or financial items that may arise.
  • Lead responsibility to draft contractual and other technical correspondence for government counterparts.
  • Coordinates with corporate legal to review and negotiate Teaming Agreements, Non-Disclosure Agreements, and other legal documents as required.
  • Review RFP/RFI Documents and work with various key stakeholders within Valiant to respond to RFP requirements. Provide proposal support to program team by taking an active role in negotiation of favorable terms and conditions.

  • Four-year college degree, or equivalent, plus a minimum of 5 years related experience in government contracting roles.
  • Effective analytical and summarization skills required. Strong ability to interpret contracts, to include applicable clauses such as the FAR/DFARs, and develop sound positions based on the interpretation.
  • Prior experience with various contract types such as IDIQs, Time & Material, Cost types, Firm Fixed Price, etc.
  • Excellent written and verbal communication skills needed to interface and negotiate with customers and various levels of employees and management.
  • Must have the ability to work independently and in a team environment as well as prioritize assignments.
  • Logical approach to problem solving with adept analytical skills.
  • Strong knowledge and ability to apply requirements of federal contracting terms and conditions, including FAR/DFARS and other agency supplements. Strong understanding of the Government acquisition process, regulations, processes and procedures.
  • Review contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern on contract terms and conditions and provide contractual advice, guidance and support to all functional areas.
  • Ability to effectively manage project schedules, changes, claims, and enforcement of contract terms and conditions is critical.
  • This position may require CONUS or OCONUS travel. Applicant must have the ability and willingness to travel on an as-needed basis. Anticipated travel is less than 20%.
  • Eligible for a U.S. government security clearance. Desired
  • Current Secret or Top Secret clearance.
  • Experience working with the Department of Defense. Experience with the Service Contract Act (SCA) and Collective Bargaining Agreements (CBAs) and Davis Bacon and Related Acts (DBRA) as they relate to FLSA.
