PRIMARY PURPOSE: To design and maintain robust, scalable software architecture for one or more elements of Information Technology (IT) software systems; to review the design, implementation and maintenance revisions of specified projects; to provide governance through the evaluation of technologies and creation of architectural standards; and to provide consultation regarding application and system needs related to these elements.

ESSENTIAL FUNCTIONS and RESPONSIBILITIES:

  1. Ensures software scalability and data integrity throughout IT applications.
  2. Ensures software compatibility and alignment with overall business, IT and infrastructure strategies.
  3. Identifies and directs implementation of strategies for maintaining enterprise data and application integration.
  4. Contributes to the creation and maintenance of enterprise IT standards for programming, tool and technology selection, security and encryption, and others as needed.
  5. Collaborates with management and colleagues throughout CMS and develops overall designs and defines projects for implementation of strategic technology initiatives.
  6. Consults with project managers to keep informed of active and future projects and to identify areas of overlap.
  7. Assists as needed in implementation of complex IT projects.
  8. Reviews software change requests to identify duplication, similarities, and feasibility and recommends specific actions needed.
  9. Provides recommendations toward prioritization of tactical and strategic change requests.
  10. Assists in projecting software and hardware requirements for IT applications.
  11. Reviews designs of other colleagues for compliance with architectural standards and policies.
  12. Supports the Total Performance Management initiative.

SUPERVISORY RESPONSIBILITIES:

  1. Administers company personnel policies in all areas and follows company staffing standards and training recommendations.
  2. Interviews, hires and establishes colleague performance development plans; conducts colleague performance discussions.
  3. Provides support, guidance, leadership and motivation to promote maximum performance.

QUALIFICATIONS:

Education & Licensing:
Baccalaureate degree with major in Information Systems or Management from an accredited college or university preferred. Masters degree strongly preferred.

Experience:
Five (5) years software and development experience required. Three (3) years hands-on programming experience in database and data driven applications strongly preferred.

Skills & Knowledge:

  • High level knowledge of software development areas including software development life cycle methodologies, specification development, security, database integrity, and application design
  • Strong oral and written communication, including technical writing skills and presentation skills
  • PC literate, including Microsoft Office products
  • Analytical and interpretive skills
  • Strong organizational skills
  • Excellent interpersonal skills
  • Excellent negotiation skills
  • Ability to work in a team environment
  • Ability to meet or exceed Performance Competencies
